If you want to shut off all stories for sims yours don't know, the setting is here: SP > General Options > All Stories. If you want to be more picky about which stories you get, you can change by category: SP > General Options > Options: [category] > Stories. So you could for example hear about deaths for all sims but skills for only blood
i'm literally the last person to find out about this because i just refuse to look things up (its a horrible flaw, i know), but i could not for the life of me figure out how to use NRaas integration to get my initial CAS to run smoothly. i had such a horrible system, i would like make the most awful sims, just give them whatever traits, move them in, and then go in and fix all the CAS settings

NRaas lets you export settings, which get saved into your Library folder (Documents > Electronic Arts > Sims 3 > Library). The name of the file is some random string, but, if you immediately go to your Library folder after exporting, it will be the newest file.
I'm guessing some Sims can't get to a certain place so the game just keeps spawning new cars in hopes of bringing them to their destination. If you have mastercontroller, try resetting the whole town and use the global stats to see what kinds of cars get spawned so much. Maybe that will narrow it down where the issue comes from
